If you however can't follow this, here's my really easy technique.
%take the polygonal lasso tool
%form a selection in the shape of a big ray of light
%fill the selection with white color (in a new layer of course)
%take the eraser with a soft round brush and erase the rough edges.
%{optional} change the blending mode to overlay or soft light
